The new EU Energy Performance of Buildings Regulation could mean a revolution in the current conditions of many homes in Spain, but how do you know if your home could be affected by the entry into force of this new EU regulation?
First of all, the main objective of this EU Regulation is to reduce greenhouse gas emissions and energy consumption in the EU building sector, to achieve climate neutrality by 2050.
The Irish rapporteur, Mr Ciarán Cuffe, secured a review hearing for the text in question, initiating the EU’s approval process, which may extend until September-October this year. However, EU Members will be given a maximum of 24 months to transpose the Regulation into national law.
The regulation is expected to be applicable by the end of 2025 or early 2026. However, many resident associations are anticipating the entry into force of the regulation, approving the relevant reforms in their buildings, which may involve investments of between ten and twenty thousand euros per property (depending on the conditions of each building). This, according to various market experts, may help to increase the market value of properties and avoid potential higher cost apportionment in the near future.
The compliance timetable establishes that, for private residential buildings, the minimum energy classification must be ‘E’ from the 1st of January 2030, and ‘D’ classification by 2033.
The penalties for non-compliance are not yet set out, but possible sanctions are foreseen in each member state, including limiting the transfer and rental of properties in case of non-compliance with these energy requirements.
